New Albany’s relationship with the Ohio River defines its plumbing. The city sits on the floodplain, protected by levees and floodwalls, but still living above a water table that rises with the river. When the Ohio runs high, groundwater presses up beneath basements across the low-lying blocks, and every sump pump in town goes to work at once. A single primary pump with no backup is a bet against both the weather and the power grid on the same night.
